Europe felt a moment of respite on Monday, as the crisis sparked by the announcement of a new comprehensive peace framework for ending the war appeared – momentarily – to have been defused. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: an extensive attack of aerial bombardment on Kyiv.
The Cycle of Negotiation and Warfare
The succession of opposing developments captured the harsh reality of the outgoing year. By day, diplomatic battles are fought: optimistic declarations are issued from multiple capitals. Significant resources is devoted on containing specific proposals. By night, Moscow brutally reminds the world that, for them, conflict continues to be the key method for achieving "settlement".
After-Dark Attacks
As military strikes unfolded into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor rocket firings from across the border, a capacity provided through timely intelligence. From witness perspectives, defense planes that had been dispatched to intercept incoming cruise missiles flew past – advanced fighter aircraft provided to Ukraine by NATO members.
Moments later, Kyiv's anti-aircraft weapons thundered: defensive missiles targeted at a Russian ballistic missile. This was a sophisticated defense system at work, most likely provided by allied countries. Every deployment creates sudden vibrations, shaking the windows. The brief panic quickly gives way to resigned acknowledgment: possibly the hostile projectile won't strike its target this time, preventing destruction from devastation and additional electricity failures.
Continuous Dangers
Soon after, a heavy machine gun fired at a unmanned aircraft close by, part of a defensive team – almost certainly allied-provided weaponry. Sadly, the bullets missed the hostile drone – it maintained course toward its destination.
Intermittently, this persisted until dawn. Kyiv faced the daybreak reports: seven people killed, damage and heating outages in many homes as a result of the evening attack. As customarily, everyone still maintained normal activities – experiencing conflict. But those 24 hours illustrated Ukraine's critical military reliance on external assistance – a dependence that neighboring countries are demonstrably unable to substitute in the immediate future.
Unsuccessful Negotiations
The comprehensive proposal from Washington sparked intense emotion, discussion and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.
Every new initiative from American administration unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually achieve victory. This trend will, no doubt, continue.
Strategic Calculations
It is convenient to criticize certain parties of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. American leadership works based on a premise understood by international relations experts: you cannot secure via talks what you have failed to defend militarily. The White House presumes that it is unrealistic to force Russia to abandon the areas that it presently holds in Ukraine's occupied territories.
The problem is that while accepting these circumstances, Washington does minimal to prevent Kremlin actions, through statements or actions, from believing that the situation will not evolve additionally in its advantage in the near future.
Divergent Views
Therefore, Moscow is convinced that time is on his side – that Ukraine and its partners are nearing depletion. Their reason to sign a deal that does not give them the maximum possible gain is almost completely absent. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's government remains completely certain in the result.
On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing civilians and areas but averting a entire defensive failure until situations evolve in its benefit.
Existing Situation
Realistically, there are no real preconditions for a armistice. Now, individual motivations are entering the equation: political desires to negotiate peace and secure international recognition, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unacceptable, so that their priority does not shift toward domestic problems. And although their mission will now be considerably more difficult after latest incidents, it remains highly unlikely that this will modify their basic position.
These two forces are influencing discussions.
Summary and Prospects
It took a only one week to kill the proposed articles of the current initiative. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the other European countries, along with soothing efforts of representatives, and finally, recent disclosures, all served their function.
While new initiatives based on previous concepts are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are based on Russian demands and show specific hesitation to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, largely rely on ongoing international assistance.
